Amy Baker
Clatsop Behavioral Health

Amy Baker is the Executive Director of Clatsop Behavioral Healthcare and has been innovating and developing new programs and services in Clatsop County for the past six years.  She has over 25 years of experience in the behavioral health field. Amy led children’s mental health systems change in Lane County and Multnomah County and directed the children’s mental health system at the state of Oregon in 2013.

Kelly Braaten
Clatsop County Juvenile Department

Since 1998, Kelly has had the privilege of working in Oregon’s Juvenile Justice system, starting as a detention worker in Linn County, a Juvenile Probation Officer in Deschutes County, various roles with the Oregon Youth Authority, and finally landing in Clatsop County. Kelly enjoys helping guide and challenge young Oregonians to strive for greatness.

Tim Cork
Oregon DHS

Tim Cork, MSPA is the Manager of District 1 for ODHS.  He recently moved from North Idaho, with a background in education, law enforcement, and community based service delivery.  Tim is a passionate advocate for disability rights and inclusion.  He firmly believes in the movement of, “Nothing about us, without us” and strives to ensure that community voice is heard in any group that he is a part of.

Craig Hoppes
Astoria School District

Craig Hoppes is the superintendent for the Astoria School District. Craig has been in that position for the past 15 years and has worked in the Astoria School District for the past 26 years. Along with being Resilient Clatsop County Craig is involved with the Astoria Rotary Club and Astoria Lions. Craig received his Bachelor’s degree in Business Education from Central Washington University and a Master’s Degree from Heritage College in Eastern Washington in School Administration. Craig enjoys living in Astoria and participating in the numerous community activities and celebrations.

Viviana Matthews
Clatsop Community Action

Viviana serves as the Executive Director of Clatsop Community Action (CCA). Her expertise in attaining grants and funding is essential in developing and providing services to those in need in Clatsop County. Ongoing financial strength ensures that CCA can continue to provide comprehensive, long-lasting, and equitable services that support the diverse communities of the county.

Matt Phillips
Clatsop County Sheriff

Matt Phillips is the Sheriff of Clatsop County and has been in that position since January 2020 and has over 23 years of experience in law enforcement. He grew up in Astoria, Oregon where he and his wife, Bree, have raised their two children, Jane and Jack. He earned a Bachelor of Science from Oregon State University in 2001 and also holds a Master’s Degree in Criminal Justice from Western Oregon University.  He has over 3300 hours of law enforcement training and is a graduate of the Oregon Marine Law Enforcement Academy, the Oregon Executive Development Institute, the International Public Safety Leadership and Ethics Institute, the Oregon State Sheriff’s Association Command College and Oregon Sheriff’s Institute.

Terri Steenbergen
The Harbor

Terri Steenbergen has been the Executive Director of the Harbor since 2019. Terri is committed to ensuring that all survivors have equitable access to needed services. Since her time on staff the Harbor has expanded their culturally specific services to the Latinx community, added a comprehensive youth and prevention program and has added culturally specific services for LGBTQIA+ youth.

Rachel Whisler

Rachel Whisler
Seaside School District

Rachel Whisler is a certified teacher at Pacific Ridge Elementary School. She has lived in Astoria with her family for 27 years and is very invested in positive outcomes for the children of Clatsop County. Learning about the impacts of chronic trauma on human development has been revolutionary for her.

Allison Whisenhunt
Columbia Memorial Hospital

Allison Whisenhunt is the Director of Behavioral Health & Care Management at Columbia Memorial Hospital and has been building and expanding integrated behavioral health services in the medical setting along the North Coast since 2013.  As a Clinical Social Worker Allison focuses on change at a systemic level to overcome barriers and support ongoing collaboration among community partners, and you can often hear Allison saying, “It takes a village.”
